Mr. Hepper is a music teacher at Lucky Elementary School. He became Carl, Hoodsey, Blake and Brandon's new teacher in No Hope for Courtney.
History []
In The 'A' Ticket, he is seen conducting his students while they're playing their instruments. After class is dismissed, he asks Carl and Hoodsey if they've heard of Ludlow Krantz. The boys tell him a description of what he looks like. Carl and Hoodsey he is their idol as well as Brandon. Mr. Hepper tells them Ludlow went to school at Lucky Elementary and played the glockenspiel in the band. He thinks the boys are playing the glockenspiel because of Ludlow.
Mr. Hepper says Ludlow composed a solo for the glockenspiel. One student can play a solo for Krantz when he visits the school. An audition will be held to see who will play the solo. Later in the day Mr. Hepper starts the audition for Carl, Hoodsey and Brandon. He asks for the contestant (Hoodsey) behind curtain number 1 to start playing. He loves Brandon's performance and asks Carl to start. After the boys perform, Mr. Hepper chooses Brandon. He wants Brandon to be in the auditorium at 2pm tomorrow. He gets to have tea at Ludlow's house afterwards.
In No Hope for Courtney, he filled in for Mrs. Gordon while she was out. Mr. Hepper would come in and explain the situation to his students. He took over her position in the class after her unexpected passing. In Butterflies Are Free, he asked his students to bring an item of theirs to put in a time capsule. He appeared at Lois and Dr. Dave's wedding in The Wedding Frame.

He is a kind and fair-minded teacher. He doesn't get on his students very often. He is well liked among the students he teaches. He is a huge fan of jazz music.
